Zelensky Declares He Lacks Clear Security Pledge from Allies

Ukrainian President Volodymyr Zelensky says European allies have failed to provide solid assurances that they will protect his country in the case of a fresh offensive by Russia.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on Wednesday.

These remarks follow a day after the UK and France signed a declaration of intent on stationing forces in Ukraine if a peace deal to end the war with Russia is reached.

However, comprehensive defense assurances have not been agreed. The US, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a commitment at talks in Paris on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which involved some three dozen nations that comprise the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated a significant number of soldiers may be sent.

Allies proposed that the United States would assume a leading role in monitoring a truce. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

Moscow has not yet commented on the declaration made in the French capital.

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Moscow now occupies about one-fifth of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the bilateral declaration as "a vital part of our commitment to stand with Ukraine for the foreseeable future".

He added: "It establishes the pathway for the legal framework under which allied military personnel could function on Ukraine's territory, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the years to come."

The Ukrainian leader praised that agreement as a "huge step forward".

A day later, however, he appeared less optimistic.

"I see the will, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when questioned if European countries would defend Ukraine.

"However, until we don't have such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this question cannot be answered. And even if they do, you must ultimately depend primarily on your own strength."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also significant owing to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

Witkoff said the allies "largely finished" their work on agreeing security protocols.

Recently, the President indicated a peace deal was "90% ready".

Territorial concessions and defense pledges have been at the center of outstanding matters for negotiators.

Putin has repeatedly warned that Ukrainian troops must withdraw from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but provided that Russia did the same.

Moscow currently controls about three-quarters of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The pair of oblasts form the industrial Donbas region.

Attacks have been escalating against Ukrainian cities - particularly targeting power facilities. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
