Britain's administration is testing out a new stance on leaving the EU, though this should not be confused with a change in direction. The modification is primarily tonal.
Previously, Keir Starmer and Rachel Reeves described Britain's separation from Europe as a permanent feature of the national situation, difficult to manage maybe, but inescapable. Now, they are willing to acknowledge it as a serious problem.
Speaking at a local economic summit recently, the finance minister included EU withdrawal alongside the COVID-19 and austerity as causes of ongoing financial stagnation. She repeated this perspective during an International Monetary Fund meeting in the US capital, observing that the national efficiency issue has been worsened by the way in which the UK left the EU.
This was a precisely formulated statement, attributing harm not to Brexit itself but to its implementation; blaming the politicians who negotiated it, not the voters who endorsed it. This differentiation is essential when the financial plan is presented soon. The goal is to assign certain economic problems to the agreement reached under previous leadership without appearing to dismiss the hopes of leave voters.
Among evidence-focused observers, the financial debate is mostly resolved. The Office for Budget Responsibility calculates that the UK's sustained output is 4% lower than it could have been with continued EU membership.
Beyond the expenses from new trade barriers, there has been a ongoing drop in business investment due to governmental uncertainty and regulatory ambiguity. There was also the opportunity cost of government energy being redirected toward a objective for which no preparation had been made, since supporters had thoroughly evaluated the real-world requirements of achieving it.
When facts are undeniable, officials struggle to stay impartial. The central bank chief told a recent international forum that he holds no position on EU exit then stated that its effect on expansion will be adverse for the foreseeable future.
He forecast a mild corrective rebalancing over the long term, which offers little comfort to a chancellor who must tackle a major funding gap soon. Tax increases are planned, and Reeves wants the public to recognize that Brexit is a partial cause.
This admission is worth making because it is true. That doesn't guarantee electoral advantage from saying it. The same reality was apparent when the government delivered its earlier fiscal plan and during the national vote, which Labour fought while sidestepping the inevitability of tax increases.
At this stage, with the government being established but unpopular, explaining economic hardship sounds like justifying failure to many voters. There could be more benefit in blaming the Conservatives for everything if they were the only alternative and a serious challenger. The usual ruling party tactic in a bipartisan contest is to assert responsibility for fixing the previous administration's mess and warn against their return. The rise of Reform UK makes things harder.
Policy differences between the two parties are small, but the electorate observe interpersonal conflict more than ideological alignment. Supporters of the Reform leader due to lost faith in the system—especially on immigration control—don't see Reform and the Tories as aligned groups. One party has a record of permitting entry, while Reform does not—a difference Farage will repeatedly emphasize.
The Reform leader is reluctant to discuss Brexit, partly because it is a legacy shared with Conservatives and also because there are few benefits to highlight. When pressed, he may contend that the goal was undermined by flawed implementation, but even that explanation acknowledges disappointment. Easier to redirect conversation.
This explains why Labour feels more confident raising the issue. The prime minister's address to supporters marked a turning point. Earlier, he had discussed British-European ties in bureaucratic language, focusing on a partnership renewal that targeted uncontentious obstacles like border inspections while steering clear of the divisive cultural issues at the heart of the Brexit aftermath.
During his address, the PM did not fully embrace old remainer rhetoric, but he suggested awareness of previous assertions. He mentioned "false promises on the side of that bus"—alluding to exit supporters' vows about health service money—in the framework of "snake oil" sold by politicians whose easy fixes exacerbate the nation's problems.
Leaving Europe was equated with Covid as traumas faced by ordinary people in recent years. Likening EU exit to an illness signals a tougher tone, even if the economic measures currently under discussion in EU headquarters remain unchanged.
The objective is to connect the Reform leader to a notorious case of deceptive campaigning, suggesting he cannot be trusted; that he exploits discontent and creates conflict but cannot manage effectively.
The removal of four Kent councillors from Reform's local government team supports that message. Leaked footage of a video conference showed internal disputes and recrimination, demonstrating the difficulties inexperienced figures face when delivering public services on tight finances—much harder than distributing leaflets about cutting waste or controlling immigration.
This criticism is effective for the government, but it depends on the government's service delivery being good enough that electing Reform seems a risky gamble. Moreover, this is a message for a later election that may not occur until 2029. If the leadership wish to appear as alternatives to populism, they must show meanwhile with a clear, constructive program of their own.
There are limits to what is possible with a change in tone, and the clock is ticking. It would be simpler to make the case today that EU exit is harmful and Farage a fraud if they had said so earlier. How many more options might they have? Should they receive credit for acknowledging it today when other excuses have failed? Certainly. But the problem of reaching the obvious conclusion via the most circuitous route is that observers wonder the delay. Starting from the truth is quicker.
